Kotor is the natural starting point for many first-time trips. Explore the UNESCO-listed old town, walk the waterfront and allow time for viewpoints over the bay. The surrounding Boka Kotorska area also makes an excellent base for short drives and boat trips.
Small, scenic Perast is one of the easiest additions to a Kotor itinerary. Its waterfront setting, historic stone buildings and views across the bay make it ideal for a half-day visit or a slower overnight stay.
Budva combines a compact old town with beaches and a livelier resort atmosphere. Continue south toward Sveti Stefan, Petrovac, Bar or Ulcinj if you want more coastline, beach time and a longer coastal road trip.
The old royal capital of Cetinje adds museums, history and a different perspective on Montenegro away from the coast. Nearby Lovćen National Park is one of the country's signature mountain areas and can be combined with Kotor or Cetinje on a scenic day trip.
Lake Skadar is a strong choice for boat trips, kayaking, birdwatching and quieter landscapes. Virpazar is a common access point and works well on a route between the coast and Podgorica.
Durmitor is the highlight of northern Montenegro for mountain scenery, glacial lakes, hiking and outdoor activities. Base yourself around Žabljak for access to Black Lake, panoramic drives and excursions toward the Tara River canyon.
Base yourself in Kotor for two or three nights, visit Perast, then continue to Budva and the southern coast. This works well for a short trip focused on historic towns and Adriatic scenery.
Combine Kotor, Perast and Budva with a drive through Cetinje and Lovćen, then spend time around Lake Skadar before returning toward Podgorica or the coast.
Use the first half of the trip for the Bay of Kotor and Adriatic coast, then continue inland through Cetinje or Podgorica toward Žabljak and Durmitor National Park. This gives you the clearest contrast between coastal and mountain Montenegro.
Late spring is excellent for road trips, hiking and sightseeing. Coastal temperatures are comfortable, mountain areas are becoming more accessible and crowds are generally lighter than in July and August.
Summer is the busiest period on the coast and the best season for beaches, swimming and many outdoor activities. Expect heavier traffic around Kotor, Budva and major coastal roads, and book popular accommodation early.
September and early October are often ideal for combining coast and mountains. The sea can remain pleasant while temperatures are better suited to walking and road trips.
Winter is much quieter on the coast, while northern Montenegro becomes a cold-weather destination. Road conditions can change quickly in mountain areas, so check forecasts and local conditions before driving.
A rental car gives the most flexibility for combining the coast, national parks and smaller towns. Roads can be narrow and winding, especially around the Bay of Kotor and in mountain areas, and summer congestion can add significant travel time. Drive conservatively and avoid planning overly ambitious distances.
Buses connect major coastal towns and cities, while taxis and transfers can work well for shorter stays. For a coast-only trip, you may not need a car every day.
